The first negotiations between Mercosur and the European Union (EU) began in December 1995, when the so-called European Community and Mercosur signed the Framework Cooperation Agreement. Both blocs undertook to “intensify their relations in order to promote the increase and diversification of their commercial exchanges, prepare for their subsequent progressive and reciprocal liberalization, and promote the creation of conditions that favor the establishment of the Interregional Association, taking take into account the sensitivity to certain products, in accordance with the WTO. " The Association Agreement had three fundamental pillars: political dialogue, cooperation and trade, which constitute a unique commitment. Notwithstanding this, it would seem that after more than two decades of negotiations between the EU and Mercosur in pursuit of the signing of a free trade agreement, as of the date we present this article, there are important advances that allow us to say no it will be one more chimera, nor that its realization will be forgotten.

No obstante ello, parecería que luego de más de dos décadas de negociaciones entre la UE y el Mercosur en pos de la firma de un tratado de libre comercio, a la fecha en que presentamos este artículo, existen avances de importancia que nos permiten decir no será una quimera más, ni que su concreción quedará en el olvido.
